KENAI PENINSULA GROUP SEEKS SUPPORT FOR REFERENDUM
In 2005, then Borough Mayor Dale Bagley introduced KPB Ordinance 2005-09 in an effort to raise revenue. KPB Ordinance 2005-09 has three components. One is a borough-wide sales tax increase from 2% to 3%. The second component requires recreational packages be calculated on a per person / per day basis. The third component allows the borough assembly to withdraw money from the principal of the land trust fund.
This ordinance was passed by the borough assembly and signed into law by Mayor Bagley. It would have already taken effect had the Alliance of Concerned Taxpayers (A.C.T.) not intervened.
A.C.T. performed a legal maneuver called a referendum which prevented Ordinance 2005-09 from taking effect until AFTER it is voted on by the public. That vote will be during the regular municipal election in October 2006. KPB Mayor Williams and the Assembly are determined to overturn the referendum in October.
The heart of all political campaigns is MONEY. With YOUR help, A.C.T. will mount a strong campaign to win support for repealing Ordinance 2005-09. If this campaign is successful, the borough will not be able to introduce similar legislation for at least two years. This will give A.C.T. supporters enough time to put other tax control measures in place.

MATSU GROUP LAUNCH TAX CAP AND PROPERTY RIGHTS INITIATIVES
